UDISE+ portal: what every school files, and what it feeds
UDISE+ is the Ministry of Education’s national school database. Every recognised school files its annual data there (profile, infrastructure, teachers and student-wise enrolment) and the student records it holds are the source for each student’s PEN and, from there, the APAAR ID.

What is UDISE+ and who runs it?
UDISE+ (Unified District Information System for Education Plus) is the Ministry of Education’s annual data collection that every recognised school in India files. The form runs across the school’s profile, physical infrastructure, teachers, enrolment and facilities.
The portal itself is a login-driven application: the public homepage shows little beyond the name, and everything a school does happens after sign-in. That is why this guide leans on the APAAR programme’s published description of UDISE+ for the student side. It is the official text that explains what the student records are used for.
What does a school actually file in UDISE+?
Four blocks of data, gathered once a year: the school profile and identification (UDISE code, management type, board of affiliation, medium, location), physical infrastructure (classrooms, toilets, water, electricity, library, labs), teachers and staff (qualifications, subjects taught, training received), and enrolment: class-wise, section-wise and gender-wise, with each student carried as an individual record.

What is the PEN, and why does it matter beyond UDISE+?
The PEN is the UDISE+ Unique Student Identifier, the number UDISE+ assigns to each student record. The APAAR programme states that the PEN is mandatory for generating a student’s APAAR ID and that “UDISE system generates APAAR ID against PEN ID of student”. In other words, a student who is missing from UDISE+, or whose UDISE+ record is wrong, cannot get an APAAR ID until the school fixes the UDISE+ record.
The APAAR FAQ also puts the accuracy duty on the school: students, parents, the school administration and class teachers “share responsibility” for keeping the UDISE+ record correct, and it should be updated whenever a name, date of birth, gender or phone number changes.
What should the office keep ready before the annual filing?
- The school’s 11-digit UDISE code and the login credentials the district office issued.
- A clean student master: full name exactly as on the student’s records, date of birth, gender, mother’s and father’s names and a working mobile number: the same fields APAAR later checks against Aadhaar.
- Class, section and roll mapping as of the reference date the district office gives you, so enrolment counts and the student list agree.
- Teacher records: qualifications, subjects and classes taught, and training attended in the year.
- Infrastructure counts (classrooms, functional toilets by category, drinking water, electricity, library books, computers) verified by a walk-through rather than copied from last year.
What goes wrong, and the fix
A student’s name in UDISE+ differs from the name on Aadhaar.
Correct it in UDISE+ first: APAAR generation fails on exactly this mismatch and reports it as a demographic error.
Enrolment totals and the student list do not match.
Reconcile the class register against the student records before submission; a student counted but not listed has no PEN.
Last year’s infrastructure numbers were carried forward unchanged.
Walk the building. Toilet, water and electricity status are the fields most often filed from memory.

- File, upload or connect to UDISE+. The export is a set of files the office works from; the school signs in and files.
- Generate a PEN or an APAAR ID. Those come only from UDISE+.
Frequently asked questions
Is UDISE+ filing mandatory for private schools?
Yes. UDISE+ covers every recognised school in India (government, aided and private unaided) not only government schools. A private school that does not file has no current record in the national database, which now also matters for its students’ PEN and APAAR IDs.
What is the difference between the UDISE code and the PEN?
The UDISE code identifies the school (11 digits). The PEN (the UDISE+ Unique Student Identifier) identifies one student’s record inside UDISE+. A school has one UDISE code and one PEN per enrolled student.
Can the school check a student’s APAAR status inside UDISE+?
Yes. The APAAR programme states that generation status “can also be checked in the UDISE+ Portal under the APAAR Module”, alongside the virtual APAAR card that appears in the student’s DigiLocker.
Does Edutris file UDISE+ for the school?
No. Edutris is not connected to UDISE+. It exports three CSVs (enrolment by class and gender, teacher roster, student master) as a head-start, with an honest header listing the fields it does not hold; the office completes the rest and files on the portal.
